I remember a game where something sort of similar to Mother 3's version happened, except the outside world was unaffected and people willingly gave their memory up to live in a confined island so they can start new lives and the only reason the creator of the island set the system up was to help his daughter forget that she accidentally set the village ablaze (which is a vague and convoluted description), so the whole "people forget the past" trope seems to exist outside of the RPG genre as well.
